Could independent coaches win more public-sector contracts?

UK Government Commercial Function · November 2024, updated August 2025 · Free to read

Information and guidance for suppliers

Official guidance on the Procurement Act 2023 regime, Find a Tender, and how smaller suppliers are expected to register and bid for public-sector work.

Why we picked it

Public-sector coaching work is easy to talk about and harder to find your way into. This collection is the official place the Cabinet Office points suppliers, including small businesses, start-ups and social enterprises.

The Procurement Act 2023 changed the rules from 24 February 2025. The guidance covers Find a Tender, supplier registration, and the stated aim of making it easier for smaller organisations to bid.

We picked the government pages rather than a commentary piece. If you are going to spend time on this market, start with the source that contracting authorities are using.

What this could mean for your coaching business

Independent coaches are small suppliers. That does not automatically exclude you, but it does mean registration, basic company information and a willingness to follow a formal process are part of the work.

The practical first step is not writing a bid. It is understanding the regime, setting up on Find a Tender, and deciding whether public-sector timelines and evidence requirements fit the way you actually work.

This is also where many coaches discover that ‘there must be lots of NHS and local-authority coaching work’ is not the same as there being lots of work an individual can bid for alone. That is why the consortium guidance sits next to this.

Why we picked it. It sets out, in plain official language, that bidding together is a recognised route rather than a grey workaround.

How do you get onto the shortlist before a coaching buyer needs you?

6sense · November 2025

6sense’s global buyer study finds that most B2B buying groups rank preferred suppliers before they speak to anyone, and that the early favourite still usually wins.

Why we picked it. It is one of the clearer explanations of why waiting for a tender or a warm referral can be too late.

Can thought leadership help an independent coach win corporate clients?

Edelman and LinkedIn · June 2025

The seventh annual Edelman–LinkedIn study looks at how thought leadership reaches both visible buyers and the quieter internal voices that can help or halt a deal.

Why we picked it. It shows why useful thinking can help a lesser-known coach become easier to take seriously inside a buying group.
